OVERVIEW

GeoPoll is seeking an experienced local consultant based in Tonga to manage the implementation of a large-scale Computer-Assisted Telephone Interviewing (CATI) survey. The consultant will be responsible for recruiting and managing a team of 15 or more CATI operators along with one dedicated CATI Supervisor, ensuring the completion of 1,300 interviews within a targeted 30-day data collection period.

GeoPoll will provide all necessary technical tools, training, and support, including access to the GeoPoll CATI platform, questionnaire training, and daily survey progress updates. The consultant will ensure that the team is trained, well-coordinated, and adheres to GeoPoll’s quality standards.

SURVEY BACKGROUND

The survey seeks to:

  1. Generate timely insights into how shocks affect agricultural livelihoods and food security.
  2. Assess damages and losses within the agriculture sector.
  3. Establish a baseline for developing or updating agricultural livelihood risk profiles using information on past events and impacts.

KEY RESPONSIBILITIES

Team Mobilization & Management

  • Recruit and onboard:
    • 15+ CATI operators, and
    • 1 dedicated CATI Supervisor to support daily management and quality monitoring.
  • Provide and/or ensure availability of all required operator equipment (e.g., Android devices capable of two-way audio recording, headsets). GeoPoll will not supply devices or any operator hardware
  • Clearly define responsibilities and expectations for the Supervisor and Operators.
  • Manage daily staffing schedules, attendance, and productivity targets

Training & Capacity Building

  • Participate in GeoPoll-led training on:
    • The GeoPoll CATI platform
    • The survey questionnaire
    • Data quality standards
    • Monitoring tools
  • Conduct localized training with the Supervisor and Operators, covering:
    • Interviewing protocols and CATI procedures
    • Questionnaire content and skip logic
    • Call handling, respondent engagement, and privacy protections

Daily Supervision & Quality Assurance

  • Work closely with the Supervisor to ensure continuous oversight and adherence to protocols.
  • Implement/oversee regular live call monitoring, spot checks and audio audits, operator coaching, and review of performance metrics.
  • Troubleshoot operational and technical issues with operators or equipment.
  • Ensure all operators adhere to GeoPoll’s quality and confidentiality standards.

Coordination, Monitoring & Reporting

  • Provide daily progress updates to GeoPoll and participate in regular check-in meetings with the GeoPoll team.
  • Collaborate with GeoPoll to address potential data quality issues, operator concerns, or respondent concerns promptly.

DELIVERABLES

  • Fully recruited team of qualified Operators and Supervisor
  • Training and pilot completion for all team members
  • Successful delivery of 1,300 high-quality interviews within approximately 30-days
  • Daily progress updates, status reports, and audio reviews
  • Final operational summary report detailing challenges, achievements, and lessons learned

SUPPORT PROVIDED BY GEOPOLL

  • Training on the GeoPoll CATI application
  • Survey questionnaire training
  • Survey programming and testing
  • Access to monitoring dashboards and data portals
  • A list of mobile numbers generated via random digit dialing (RDD)
  • Daily survey progress reports
  • Continuous technical and operational support

QUALIFICATIONS

  • Experience managing CATI surveys, call center teams, or field research operations
  • Strong leadership, training, and coordination abilities
  • Fluency in English and Tongan
  • Demonstrated ability to manage a team under tight timelines
  • Strong reporting, problem-solving, and communication skills
  • Familiarity with mobile data collection platforms preferred
